The Emperor’s New Clothes: Why the EU Nature Restoration Regulation might fall short on biodiversity

The recent news around the now-adopted EU Nature Restoration Regulation has been significant, but is it really the game-changer it is being promoted as? The original 2022 proposal from the European Commission set the stage with ambitious and unambiguous goals for nature restoration. It was a clear call to action with legally binding targets and commitments.

Fast-forward to 2024, and the final version of the Regulation, shaped by amendments made by the Council of the European Union and the European Parliament, is rather a shadow of its former self. Instead of a robust legislative framework on restoration, we are left with a diluted set of subjective targets. While many argue that this is better than nothing, I find it hard not to see this as a step back from the originally proposed goals. What was once a strong plan is now a paper tiger, lacking substance and bite.

However, as a researcher, I find it interesting to highlight some of the changes and communication around the restoration regulation as an excellent example of framing in practice and the overall power of words (both for communication and legislation).

Greening tomorrow’s cities today

Uforest, a Knowledge Alliance project co-funded by the Erasmus+ Programme of the European Commission, aims to contribute to the development of entrepreneurial and innovation approaches within the sphere of urban forestry through developing diverse partnerships with universities, cities, businesses, public administrations, NGOs and local citizens. In so doing, the Project seeks to redefine the Urban Forestry sector through nurturing a culture of collaboration and cross-sector working to develop an Alliance of urban forestry stakeholders across Europe. Even though the project is coming to an end in December 2023, U-forest took very practical steps to promote green spaces in cities.

Uforest’s from knowledge to action approach

Part of the project were several educational activities, the preparation of technical guidance and diverse events programmes. Significantly though, Uforest transcends the theory, as clearly highlighted through the inauguration of its annual “European Urban Forest Week” which was held during the first week of December 2023; what better present could Santa and his elves bring than newly planted forests, in once sterile ground!

Bonn-based green investment company planted ten millionth tree

Since 1995, the Bonn-based German expert for green impact investing ForestFinance has been planting forests in the project countries Panama, Peru, Colombia and Vietnam. Now, the reforestation company has just planted its ten millionth tree.
“In 2009, we planted and celebrated our millionth tree in Panama City in the presence of the Panamanian Minister of Environmental Affairs. Today – nine years later – we have increased this number tenfold. We have achieved this together with over 19,000 customers and environmentally conscious investors,” explains Harry Assenmacher, founder of the ForestFinance Group.
Programms of afforestation to create forests increase carbon capture and carbon sequestration, and help to anthropogenically improve biodiversity.
